A ZUGFeRD invoice (or Factur-X, its French twin) is a PDF with an invisible attachment: inside the PDF sits a machine-readable XML invoice following EN 16931. Your PDF reader only shows the print image — the structured data (amounts, tax rates, IBAN, buyer reference) stays hidden.

"This is an ordinary PDF" — what does that mean?

Not every invoice PDF is a ZUGFeRD file. If the viewer shows this message, your PDF contains no embedded e-invoice data. That is the normal case for classic PDF invoices — ask the sender for an e-invoice if you need the structured data.
